Housing Capacity Building Program

In the early 1990s, the DCF started a program that has allowed more people to become homeowners in Delaware today. The Delaware Leadership Program: An Affordable Housing Initiative, which provided funds, technical assistance and advocacy to Delaware’s affordable housing community, became the Housing Capacity Building Program (HCBP) in 1993. Today it is a cooperative effort of the Delaware State Housing Authority, the University of Delaware’s Center for Community Development and Family Policy and the Delaware Community Investment Corporation.

The Housing Capacity Building Program fund is located at the DCF and is supported through contributions from local corporations and financial institutions. The program is fostering a stronger affordable housing delivery system by strengthening the capacity of these organizations to build more housing, better maintain housing or place more people in affordable housing.
