The Delaware Community Foundation promotes and administers charitable endowment funds to benefit the
people of Delaware. We strive to provide the highest level of stewardship
possible to our fund donors.
The DCF Investment Committee of the Board is responsible for recommending
and implementing the Foundation's
Investment Policy. In
addition, the Investment Committee may adopt special investment
policies for individual endowment funds with assets up to $5 million
each and $20 million in aggregate, which require different
provisions. The
Investment Committee delegates certain responsibilities to
professional experts including investment managers, a
custodian and an investment consultant.
The Foundation currently utilizes the services of
ten primary professional money management firms, each of which has a
specific objective and is evaluated against a market index. The DCF benchmark index is a composite of these standard
indexes, weighted to match our investment mix. This allows us to
evaluate both the absolute and relative performance of our money
managers.
