Before joining the DCF, Marshall was the event coordinator for the Delaware Breast Cancer Coalition, where she coordinated fundraising and awareness events, scheduled meetings, handled patient follow ups, processed donations and gifts, and served as the community contact for the organization. She previously worked for The Goddard School as an assistant teacher and Bank of America in the card services department.

Marshall graduated from Delaware Technical & Community College with a degree in office administration.

Rice-Moore is a Philadelphia native who came to Delaware in 1998. Most recently, she was in charge of business and finance at Bethel AME Church in Wilmington. Rice-Moore previously worked for the office of finance at Pennsylvania State University and with various nonprofit organizations.

Rice-Moore graduated from LaSalle University with a bachelors in accounting and marketing and is currently pursuing a master’s degree at the University of Delaware.

“Michelle and Cheryl have taken on key roles in helping donors support the charitable causes they care about,” said DCF President & CEO Stuart Comstock-Gay. “They share our commitment to improving quality of life in Delaware, and they bring the skills and qualifications to help us achieve our mission.”
